Film does not stop glass from breaking, and no film makes a building blast-resistant. What anchored anti-shatter film does is control what happens after the glass fails — holding fragments together and cutting down the flying debris that reaches the people inside. That is a real, testable, and valuable thing for a building to buy. It is also not the same thing a lot of vendor pages imply it is, and we would rather explain the difference than sell past it.
What The Film Actually Does
This is the spine of the page, so we're leading with it instead of burying it in a spec sheet.
Under an explosive event, the pressure wave that reaches a window is often more than the glass can take, regardless of what is on it. Blast mitigation film does not change that. What it does is what GSA's own test standard says security window film is for: material "applied to a glass surface for the purpose of controlling failure" — in other words, managing how the glass comes apart, not whether it comes apart at all.
Practically, that means film holds the shattered pane together as one flexible sheet instead of hundreds of separate blades, and — when it is properly anchored to the frame, which we get to below — keeps that sheet from being blown or pushed into the room as a single dangerous panel. It reduces the amount and the velocity of flying glass debris. It does not reduce the structural load the blast places on the building, and we won't claim it does — no source we've found supports that, and anyone telling you film takes load off your walls or roof is not describing the physics accurately.
This is not academic. In the Oklahoma City Murrah Federal Building bombing, roughly 40 percent of survivors inside the building cited glass as contributing to their injuries; in nearby buildings, laceration-injury estimates ranged from 25 to 30 percent (FEMA 428, Primer to Design Safe School Projects in Case of Terrorist Attacks, Chapter 4, Explosive Blast). Flying glass is a documented, major source of blast injury independent of whether the structure itself stands or falls — exactly the piece of the problem fragment-retention film addresses.
The Test Standards
"Standard Test Method for Glazing and Glazing Systems Subject to Airblast Loadings." This defines how you test a glazing assembly against a blast load and how you rate the hazard it produces once it fails — it does not itself set a pass/fail requirement. The hazard outcomes run from No Break, through No Hazard, Minimal Hazard, Very Low Hazard, Low Hazard, up to High Hazard. Worth saying plainly: "No Break" simply means the glazing didn't break in that test, so no hazard rating applies — it isn't a tier you design toward on its own.
"Standard Specification for Glazing and Glazing Systems Subject to Airblast Loadings." Unlike F1642, this one sets actual pass/fail requirements. It requires a minimum of three identical test specimens before a result can be claimed, and it defines the range of window sizes a tested system is qualified to cover. If someone shows you an F1642 hazard rating with no F2912 specification behind it, ask what specific requirement that rating was measured against.
A third standard, GSA-TS01-2003 — the "US General Services Administration Standard Test Method for Glazing and Window Systems Subject to Dynamic Overpressure Loadings" — defines the performance conditions most blast-film specifications reference directly. A lower condition number is better.

A grant scope or specification that names a target condition — say, Condition 3a — is naming a specific tested assembly's behavior, not a general property of "blast film" as a category. That distinction is why we keep pointing back to test reports throughout this page instead of product names.
Attachment To The Frame
GSA's own test standard is direct about this: films "may be daylight, edge-to-edge, wet glazed or mechanically attached to the window frame. Mechanical attachment normally provides the higher levels of protection." Daylight film — cut to the visible glass with nothing tying it into the frame — retains fragments, but under blast loading the whole filmed sheet can still be pushed or pulled out of the frame as one unit. A wet-glaze bead or a mechanical anchor system is what keeps that filmed sheet in the opening once the glass behind it has already failed.
That is why the same film product, installed two different ways, can land on two different rows of the GSA table above. The National Glass Association's technical work on blast-resistant glazing makes the same point from the engineering side: performance varies with frame design, anchorage, glazing geometry, glass type and thickness, and the applied film type and thickness — not with the film alone. A film name on a spec sheet doesn't describe a system; the film, frame, and anchor, tested together, do. We walk through the same logic, more generally, in how to compare security window films.
Grant Funding
FEMA's Authorized Equipment List carries code 14EX-00-BSIR, officially titled "Systems, Building, Blast/Shock/Impact Resistant." FEMA's description of that entry reads: "Systems to mitigate damage from blasts, shocks, or impacts, such as column and surface wraps, wall coverings, breakage/shatter resistant glass, window wraps, and deflection shields." FEMA's current description does not use the word "film" — this is the AEL line under which security window film and impact-resistant retrofit systems are typically scoped, and applicants should confirm eligibility for their specific project against the current NOFO/AEL and their State Administrative Agency before relying on it.

Where This Stops
The honest-limits section. We'd rather you read this before you call than find it out after.
Blast mitigation film is not a structural blast-defense product, and no film — ours or anyone else's — makes a building blast-resistant. Referencing ASTM F1642, F2912, or GSA-TS01 on a page or in a proposal is not the same thing as a specific product having been tested to that standard on your specific opening. Ask for the actual test report behind any claim, including ours, before you rely on it.
For DoD buildings required to comply with UFC 4-010-01, the DoD Minimum Antiterrorism Standards for Buildings, fragment-retention film and blast curtains may not be used as alternative window treatments — those projects require compliant glazing, not a film retrofit. If that's your project, talk to us early. We would rather tell you upfront that film isn't the eligible scope than have you find that out after a proposal is already in.
We install film and attachment systems to a written specification. We do not perform blast engineering or structural analysis, we do not certify a level of protection for a given opening, and we do not replace glass, windows, or storefront systems. Whether a real opening actually achieves a specified GSA condition depends on an engineer's analysis and a tested assembly, not on a film being applied. Where the genuine requirement is a rated glazing assembly rather than a film retrofit, we will say so and point you toward the right scope rather than stretch our own to fit.
Federal facilities generally have their own security-level framework driving these requirements — the Interagency Security Committee's facility security levels — but the specific tables behind that framework are For Official Use Only, so we won't cite numbers we can't show you. If your building falls under that framework, your facility security officer is the source for the actual level.

No — film does not prevent glass from breaking, and no film makes a building blast-resistant. It is a fragment-retention measure: it holds broken glass together and reduces the debris that comes into the room. The glazing still fails; the question the test standards answer is what happens to it, and to the people near it, when it does.
GSA-TS01-2003 rates the hazard a window poses to occupants after an airblast event — from Condition 1 (Safe, glazing does not break) through Condition 5 (High hazard, fragments strike a witness panel more than 2 feet high). A lower condition number is better. It does not certify that a building is blast-proof; it describes how a specific tested glazing and attachment assembly behaved in a specific test.
It depends on the protection level required. GSA's own test standard notes that film may be daylight, edge-to-edge, wet glazed, or mechanically attached to the window frame, and that mechanical attachment normally provides the higher levels of protection. For grant-funded and institutional projects with a specified hazard condition to meet, anchored attachment is typically what gets you there — film on the glass alone usually is not.
For DoD buildings required to comply with UFC 4-010-01, fragment-retention film and blast curtains may not be used as alternative window treatments — those projects require compliant glazing, not a film retrofit.
