A parking structure or a transit shelter is not a storefront with a bigger footprint. Nobody locks the door at 9pm, the buyer is usually an agency with a procurement process, and some of the glass on site is there for a security reason that a film has to respect rather than override. Here is what the published research actually supports for this kind of site — and where it stops.

A retail storefront closes. Someone locks up, sets an alarm, and the glass sits behind a locked door for eight or ten hours a night. A parking structure or a transit shelter doesn’t get that break — it is open to the public around the clock, every day of the year, and whatever protects the glass has to do its job with people walking past it at 2am the same as at 2pm.
That single fact changes what gets hit and how often, who is actually buying the work, how that buyer is required to buy it, and — the argument this post spends the most time on — what the glass is even allowed to look like once film goes on it. We’ve written before about how a sacrificial anti-graffiti layer works; that mechanism doesn’t change here. What changes is the building around it.
The Attack Profile
On glass, scratching and acid etching dominate over paint. A 1996 Transit Cooperative Research Program digest on transit window vandalism — TCRP Research Results Digest Number 9, summarizing a University of Dayton Research Institute study for the Federal Transit Administration — put the distinction plainly: “Unlike spray paint and marker graffiti, window scratching and etching cause permanent damage and cannot be cleaned with a solvent or repainted.” The same digest adds that etching “can compromise the structural integrity of the window, reducing its resistance to impact and increasing the potential for passenger injury.” That document is about transit vehicle windows, written thirty years ago, and its dollar figures are too dated to repeat here — but the physical distinction between scratching and paint holds regardless of the decade.
The American Public Transportation Association’s recommended practice on bus stop design uses the industry’s own word for it: “scratchitti,” alongside etching, as the specific vandalism consequence shelter material choices have to account for. Paint, by contrast, tends to land on everything that isn’t glass — concrete columns, painted steel, elevator doors, stairwell walls.
Naming the surfaces honestly matters here, because we don’t treat all of them: stair-tower and elevator-lobby glazing, shelter panels, and convex safety mirrors are film-compatible surfaces we work on. Signage faces, stainless panels, and painted steel are surfaces where a protective product may exist, but it isn’t ours — we have no verified product or spec to recommend there, so we won’t guess at one. Concrete and paint removal generally sit with a different trade entirely.
The Strongest Argument in This Post
This is the part of the job a storefront quote never has to think about, and it is worth slowing down for. Glass in a parking-structure stair tower or elevator lobby usually isn’t decorative. It’s there so a person walking toward that stair can be seen, and can see what’s inside before they commit to it.
The National Institute of Justice’s 1996 research report on crime prevention through environmental design in parking facilities states the reasoning directly: “Where possible, elevators and stairs should be located on the perimeter to permit natural surveillance from exterior public areas via glass-back elevators and glass at stairs and elevator lobbies.” The same report notes that some jurisdictions’ codes force enclosed exit stairs for weather or fire-code reasons, and answers that tension this way: “If a stair must be enclosed for code purposes or weather protection, glass walls can reduce or eliminate the incidence of both personal injury attacks and various types of vandalism.” That is NIJ’s own word, offered as their finding rather than ours — but the underlying logic doesn’t need thirty-year-old language to hold up: an enclosed stair with no visibility into it is a worse security outcome than an enclosed stair you can see straight through.
A 2016 parking structure design guideline prepared for a redevelopment agency in Boise, Idaho — not California, and not a code, but a useful example of how this gets written into practice — states the same expectation in one sentence: “Stairs shall be open or glass enclosed and be visible to the street for security reasons,” and separately recommends a minimum stairway illuminance of 7 footcandles. Two documents, twenty years apart, landing on the same principle independently: the glass exists to be seen through, and the lighting exists to make that visibility count for something.
Here is the technical bridge that makes a graffiti film compatible with that requirement instead of working against it. 3M’s published technical specifications for its AG4 and AG6 anti-graffiti films (Revision C, January 2025) list, for the film applied to ¼-inch clear glass: 86% visible light transmission and no more than 10% visible reflection — a measured result under ASTM E 903, not a marketing description. That is the reason a sacrificial anti-graffiti film belongs on stair-tower and elevator-lobby glass at all: it protects the surface without meaningfully changing what a person on either side of it can see.
It also rules something out. A dark, tinted, frosted, patterned, or decorative privacy film does not belong on this glass, no matter how much better it might look. If the glass is there for a sightline, the product on it has to leave that sightline intact — which is why the recommendation for a stair tower is narrower than for a retail storefront window.
Substrate First
Transit shelter panels are not all glass. A 2024 USDOT-funded field study of transit stations, conducted by researchers at Morgan State University and the University of Delaware across twelve sites, observed the mix directly: “building window and bus shelter materials varied; glass windows were found at site G while sites K and L had polycarbonate or glass block windows.” That is a field observation at a specific set of sites, not a regional statistic, but it makes a simple point worth stating plainly: shelter panels in this region are a mix — tempered or laminated glass on some programs, coated polycarbonate or acrylic on others, perforated metal on the hardest sites — and the material decides the product. We don’t have a source for what fraction of Southern California shelters are glass versus plastic, so we won’t claim one.
3M’s published specification for its 8 mil anti-graffiti film, AG6, is scoped to glass: “This product is an optically clear window film. The film, when applied to glass, will help protect the surface from vandalism, graffiti, etching, scratches, or abrasion.” That is not a detail to gloss over — the glass product and the plastic product are not interchangeable, and putting the wrong one on the wrong substrate is not a small mistake.
A plastic-specific exterior film line does exist. Avery Dennison publishes an installation guide for what it calls Poly Film, aimed at rigid plastic glazing — polycarbonate sheet and PMMA acrylic (Perspex, Plexiglas and similar). Its Poly Protect line is described as “clear exterior films safeguarding plastic substrates from scratches, discoloration and graffiti,” offered in a 4 mil protective version and a 6 mil version with a “wipe-clean anti-graffiti hard coating.” It is a genuinely different product, with different adhesive chemistry and wetting solution than glass film, an edge sealant requirement on exterior metallized versions, and an installer-temperature window of 41–104°F with no installation in wind or rain.
Even that product comes with a condition worth stating plainly: the same Avery Dennison guide notes that “scratch resistant protective coatings on the plastic sheet may prevent successful adhesion of the film to the substrate.” Most polycarbonate shelter glazing ships with exactly that kind of coating from the factory. The guide’s own answer is a crosshatch adhesion test on the actual panel before committing to a full installation, and it explicitly does not recommend the films on corrugated substrates.
APTA’s bus stop design guidance adds a third substrate worth naming, because it’s the honest answer for the worst locations: “Materials easily cleaned and/or resistant to vandalism such as perforated metal sheeting or other metal semi-transparent applications are recommended” where glass shelters have proven “very problematic.” Sometimes the right answer for a site isn’t a film at all — that call belongs to the agency and its design team, not to a film contractor with a product to sell. Identify the panel material, test adhesion on that specific panel, and only then talk about product and price.
The Agency Clock
Caltrans’ Maintenance Manual, Chapter D1 on litter, debris and graffiti, writes the removal timeline into policy rather than leaving it to discretion: “Graffiti should be removed immediately from traffic devices if they are a safety concern. All graffiti of obscene nature should also be removed immediately. Other graffiti should be removed within ten (10) working days upon notification.” The same chapter explains the urgency: “Graffiti painters, or ‘taggers,’ are discouraged by frequent removal of their marks, so it is important to remove graffiti as soon as possible in all cases.”
Public agencies also don’t let just any product go on their assets. Caltrans states plainly: “Caltrans maintains a list of products that have been tested for safety and effectiveness. Only products that are on this approved list are to be used on highway features.” That single sentence is, honestly, the most common reason a private-sector installer loses public work — it’s the product and the paperwork behind it, not the price.
The scale of the underlying problem is public record. Los Angeles Metro’s FY26 budget, per its November 2025 Board Report on graffiti abatement services, includes “funding of $3,803,484 for systemwide graffiti abatement maintenance services” under Facilities Contracted Maintenance Services — a cleaning and abatement labor budget, not a glass or film budget, and worth stating that way so the figure isn’t mistaken for something it isn’t. The same report gives the agency’s own reason for prioritizing this line: “Survey results have shown that bus and rail station cleanliness was identified as one of the top areas of concern.”
What this means for a film program on public property is a shift in what actually gets judged: not the film’s performance in isolation, but replacement turnaround and crew access — night work windows, no lane or site closures, no interruption to a facility that never stops being used by the public. A program built around a storefront’s Monday-morning rhythm doesn’t fit this clock.
Procurement
The buyer for this kind of work is usually a transit agency, a municipal parking operator, a university, a hospital or airport parking system, or a private operator or business improvement district. None of them buy the way a homeowner or a retail tenant buys.
Expect public bidding, agency standard specifications, and approved-product lists — Caltrans, again, is explicit that only its tested and approved products go on highway features. Expect on-call maintenance contract structures rather than a single purchase order. Expect to be asked for registration with California’s Department of Industrial Relations: California public works, including maintenance work performed under contract, carry prevailing wage obligations under state labor law, and agencies like Metro cite Labor Code Section 1725.5 directly in their own contractor qualification requirements. Expect license classification questions, insurance requirements, and in some cases small-business set-aside programs.
One honest note on scope: Metro’s own minimum qualifications for its graffiti abatement contracts call for a C-33 painting license and a C-61/D-38 sand-and-water-blasting license — trades scoped around paint removal and surface blasting, a different trade than window film installation. Film work on stair-tower or shelter glazing typically shows up on the facilities, capital improvement, or on-call maintenance side of an agency’s procurement instead, not inside the same contract vehicle as graffiti-removal painting crews. Know which door you’re actually knocking on before you bid.
Scope Boundaries
Film is not the answer everywhere on a site like this, and saying so plainly is more useful to a facilities manager than a pitch that pretends otherwise. Paint on concrete, painted steel, and most non-glass building surfaces is outside what a window film addresses. Corrugated plastic panels and panels with an incompatible factory hard coat are, per the manufacturer’s own installation guidance, not recommended for film at all — a material decision that has to be made before a product gets specified, not after.
And when the glazing itself is broken, degraded, or doesn’t meet the safety glazing requirement for its location — more on that in the FAQ below — that is glass replacement: a glazing contractor’s scope, not ours. Our capability envelope is window film, overglaze polycarbonate, and door reglaze. We don’t replace windows, doors, or storefront systems; when that’s the right answer for a site, we say so and point toward a glazing contractor instead.
Being Straight About the Limits
This is the list we’d want to see before we bought anything, so here it is without the softening.
Questions
A clear sacrificial graffiti film is built to stay optically clear. 3M's published specifications for its 4 mil and 8 mil anti-graffiti films list 86% visible light transmission on ¼-inch clear glass and no more than 10% visible reflection. That matters here because the glass in a stair tower or elevator lobby is there to be seen through — the National Institute of Justice's guidance on parking facilities recommends locating elevators and stairs on the perimeter "to permit natural surveillance from exterior public areas via glass-back elevators and glass at stairs and elevator lobbies." A dark, frosted or patterned film would work against the reason the glazing exists.
Only if the panels are glass. 3M's anti-graffiti specification is written for glass — "the film, when applied to glass." Coated polycarbonate and acrylic panels need a product made for plastic; Avery Dennison, for example, publishes a separate exterior Poly Film line for rigid plastic glazing. And even that has conditions: the manufacturer's own guide says scratch-resistant coatings on the plastic "may prevent successful adhesion of the film to the substrate," does not recommend the films on corrugated substrates, and calls for a trial installation and an adhesion test before a large job. So the first step on a shelter is identifying the panel material and testing adhesion on the actual panel — not quoting from a photo.
No. The California Building Code identifies specific hazardous locations — glazing in doors, glazing adjacent to doors, glazing in guards and railings, glazing adjacent to stairways and ramps and the bottom stairway landing — and says those locations require safety glazing materials, tested to CPSC 16 CFR Part 1201. That is a requirement on the glazing itself. Applying a film is not how a building satisfies it. If glazing in one of those locations is broken or non-compliant, replacement is a glazing contractor's scope. We do film, overglaze polycarbonate and door reglaze; we do not replace glass.
It is not designed to. It changes what the damage lands on, so the surface underneath survives and the fix becomes a film replacement instead of a glass replacement. Nothing in the published research treats a surface product as the whole answer. APTA's recommended practice puts materials alongside sightlines, lighting, landscaping and maintenance response, and the transit research is blunt about the limit — a 1996 TCRP digest on transit window vandalism notes that "vandals have been known to lift the peel-ply and scratch or etch the substrate." A 2024 USDOT-funded field study of transit stations found that long-wearing materials "did not necessarily ensure vandal resistance," including coated metal shelters that were still scratched.
Faster than most private properties are used to, because public agencies write the clock into their manuals. Caltrans' maintenance manual says graffiti should be removed immediately from traffic devices where it is a safety concern, immediately if it is obscene, and otherwise "within ten (10) working days upon notification." If your facility is on a similar standard, the film program has to be built around replacement turnaround and crew access — night windows, no site closure, public traffic the whole time — not around the film itself.
Treat it as a consumable, not a capital fix. 3M's published specification for its anti-graffiti films states the product is "intended to be a sacrificial (removable) layer and is accompanied by a one (1) year warranty." The IWFA notes that real-world film life varies with film type, glass type, window construction, orientation and climate. On a west-facing stair tower in Orange County, orientation matters. Budget it as a recurring maintenance line the way an agency budgets abatement — LA Metro, for scale, has $3,803,484 in its FY26 budget for systemwide graffiti abatement maintenance services.
